This PR fixes the keyboard interaction descriptions for vertical toolbars
in the ARIA toolbar role page.

  • Down Arrow now moves focus to the next control
  • Up Arrow now moves focus to the previous control
  • Removed incorrect references to horizontal toolbar

Fixes #42399
